Harlem City Councilman Christine Jordan Richardson has remained silent about developer Bruce Teitelbaum’s new proposal to build One 45, a $700 million apartment project on Lenox Avenue at West 145th Street.

Richardson’s office said it was “working on a statement” to respond, but did not say when it would be ready.

Teitelbaum withdrew its rezoning proposal last year.

Teitelbaum now plans to resume the rezoning process. His letter to Richardson about what he now calls “One45 Harlem For ALL” put her on the spot. If she hesitates again, he will use part of the land as a warehouse for trucks and another part for about 60 market-priced apartments. Both are allowed without repartitioning.

Teitelbaum invited members of the council to “participate in a direct discussion without preconditions, ultimatums or rigid demands.”
